Dove Ministries International calls Class IV ministers "lay" ministers. Class IV credentials certify that the believer operates on a supportive level of ministerial authority, but is not called to the five-fold offices of The Church.

These credentials certify that the minister is "trained and recognized" by Dove Ministries International in a layman's function and is working along with local church leadership who are responsible for the conduct and performance of the minister.

• Candidates must be born again believers who have also experienced the baptism of the Holy Spirit with evidence of speaking in tongues.
• Candidates must have been water baptized for the remission of their sins.
• Candidates must have a letter of recommendation from their personal pastor.
• Candidates must have consistently shown the fruit of a Christian moral lifestyle.
• Candidates must be in regular attendance in a church that is either associated or affiliated with Dove Ministries International.
• Candidates must be actively fulfilling a support ministry role in submission to and under the direction of a local church.
• Candidates must be at least eighteen (18) years of age.
• Candidates must be able to teach and communicate Biblical principles.
• Candidates must have a high school diploma or its equivalent.
• Candidates must have received some type of supportive ministry training for at least six months.
• Candidates must pay the required administrative and filing fee of $25.00 and the annual renewal fee of $25.00.
• Candidates must be in agreement with the vision, purpose and Statement of Faith of Dove Ministries International.
• Candidates must have a faithful record of obedience to the principles of tithes and offerings within their local assembly.
